I love this idea for a winter-time craft! All you need are some marshmallows, paper, and a few minutes worth of prep. The folks at Everything Preschool have an idea for a Marshmallow Snowman in their Winter Art section. What they suggest is the following:
Give your children a piece of paper with a snowman outlined on it. Have them lick marshmallows and then press them onto the paper to make a snowman, the marshmallows actually stick very well.
MODIFICATION: I don't know about you, but I have done food crafts with a kiddo just about a few... dozen times, only to find the little one eating their "supplies," or getting pretty upset that they can't eat them. I mean, marshmallow snowmen are all well and good, but marshmallows to munch on - now that is perfect! So, make sure that you have a separate plate or bowl of marshmallows handy for your child to eat that are not the same ones that he will be crafting with. I would even go so far as to give the child the marshmallows to eat as he is working on the project. Draw a quick stick figure picture (or a nicer one if you can) of someone eating and place that by the plate with the marshmallows to eat. Draw a picture of someone sticking something to paper and put that by the marshmallows to work with. Now your kiddo can have his marshmallows and eat them too!
